Job Summary

Travis County Auditor’s Office has an opening in its Risk Evaluation and Consulting (REC) Division for a data scientist. The REC Division supports the Auditor’s office by bringing an independent systematic approach to ensure financial transparency and accountability by performing risk assessments, as well as statutory, information system, contract compliance, and legislative analysis audits. The position’s duties include applying statistical analysis and visualization techniques to various datasets, implementation of continuous monitoring processes, validating datasets, interview domain experts to gain an understanding of the business mechanics that generate various datasets, and working with staff internal auditors to provide data necessary to complete various audit objectives.  

Duties and Responsibilities

  • Manage data extraction, storage, transformation, and processing through data analytics routines, and generate output for visualizations and audit testing for internal auditors.
  • Perform quality assurance and serve as a subject matter expert on data integrity, extraction, and compilation. 
  • Work with large and complex data sets to solve a wide array of challenging problems using different analytical and statistical approaches.
  • Apply professional skepticism when assessing data sources and validating the completeness and accuracy of data received.
  • Identify, design, and develop data analytics extract routines to support audit activities performed by the staff internal auditors. 
  • Interact and collaborate with the internal auditors in working towards departmental goals.
  • Perform all duties using independent judgment and maintain a high level of security and confidentiality. 
  • Perform additional duties as needed within the department.

Minimum Requirements

Bachelor’s degree in Statistics, Computer Science, Engineering, Economics, Accounting, or related field. Ideally, Master’s or PhD in related field and two years of relevant work experience, OR any combination of education and experience that has been achieved and is equivalent to the stated education and experience and required knowledge, skills, and abilities sufficient to successfully perform the duties and responsibilities of this job.   

 

All applicants must pass an FBI criminal background investigation to obtain a security clearance sufficient to access CJIS information.    


Knowledge, Skills, and Abilities Requirements:

Knowledge of:

  • Statistical concepts and methods and their application to process automation, advance data analytics, and machine learning.
  • Algorithms for classification, regression, clustering, and anomaly detection.
  • Relational databases, including SQL and AS400.
  • Policies, practices, procedures, and terminology of assigned function.

Skills in:

  • Conducting qualitative and quantitative research and in using computers, software, and statistical tools and programs, including SPSS, SAS, Python, Visual Studio, Java, HTML, C#, VS Code etc.
  • Developing ETLs to analyze data using SQL, Power BI, Tableau, and Python.
  • Verbal and written communication, including presentations and communicating technical issues in non-technical language.
  • Problem-solving and decision-making.

Ability to:

  • Develop measuring instruments to ensure relevance, reliability, and validity.
  • Extract meaningful business insights from data and identify the stories behind the patterns, using data visualization tools such as Tableau, Power BI, and Python. 
  • Evaluate statistical data by conducting qualitative and quantitative analysis. 
  • Establish and maintain positive and effective working relationships with staff at all levels of the organization.

 

The County Auditor is the CFO of Travis County government and is a $1 billion organization with approximately 6,000 employees.
