 Data Architect- Job Summary 

Random Bit is seeking a Data Architect with experience in Medicaid, Medicare, or Health and Human Services sectors across multiple domains including specific experience within claims and financial management data domains.

The Data Architect is responsible for the strategy, vision, and technical approach to managing the data across transactional, relational, and operational data stores.  The Data Architect will interact with Enterprise Architects and Solution Architects that are responsible for integrating data from trading partners across the Medicaid Enterprise into a data hub.   

The Data Architect also needs to support tactical activities such as establishing canonical models (both enterprise and domain-specific), defining interface specifications, and mapping from source structures or target structures. 

This position can be remote and work hours must be based on Eastern Standard Time business hours.  This is a W-2 position and we offer a competitive salary and benefits package.

The Data Architect will be relied upon to: 

  • Design the information architecture to support an operational data store that facilitates data exchanges across the Medicaid Enterprise 
  • Review data architectures to determine effectiveness, efficiency, and compliance with Enterprise objectives 
  • Develop comprehensive implementation and remediation strategies for data architecture non-compliance 
  • Develop an architectural strategy for metadata management, including tooling and metadata governance 
  • Manage metadata models that drive data processing such as data quality and mastering routines 
  • Develop and maintain Conceptual, Logical, and Physical data models at the enterprise level and for specific data domains within Medicaid (Provider, Member, Claim, Reference) 
  • Review data models with business owners and obtain approval from the data governance council 
  • Define, and maintain, business rules for data elements in conjunction with business owners and the data governance council 
  • Research new technologies, data modelling methods, and information management systems 
  • Perform data mapping between the canonical models and data formats (both input and output) such as X12 EDI, FHIR, and other structured JSON, XML, or proprietary formats 
  • Support database administrators, network designers and IT personnel to create effective and secure methods for data backup and recovery  
  • Participate on Data Governance Council meetings, representing the architecture and development teams 
  • Collaborate with internal and external personnel, including solution architects, software developers, database administrators, design analysts and information modelling experts to determine project requirements and capabilities, and strategize development and implementation timelines 

Required Experience and Skills: 

  • Bachelor’s degree in information management or data science, Statistics, Public Health, Health Informatics, or a related field.
  • Experience with reading, interpreting and working with data models.
  • 5 + years of experience working with healthcare data, especially in areas like Medicare, Medicaid, Health and Human Services, Medical Claims and Financial Management.
  • 5+ years of experience in notations such as UML 2.0 and Archimate.
  • Proficient with relational databases; transactional and analytical 
  • Proficient with NoSQL databases 
  • Creative problem-solver with strong communication skills 

Candidates should also have: 

  • Data visualization experience 
  • Data warehouse design and implementation experience, specifically related to the data models 
  • Transactional data store data modelling design using relational and document data patterns 
  • REST API data modelling experience 
  • Data transformation experience 
  • Domain Driven Design experience
