E&M Technologies, Inc. is currently seeking a Doctrine Developer to join our team at Fort Eisenhower, GA in support of the United States Army Intelligence and Security Command (INSCOM). INSCOM executes mission command of operational intelligence and security forces; conducts, synchronizes, and integrates worldwide multi-discipline and all-source intelligence and security operations; and delivers linguist support and intelligence related advanced skills training, acquisition support, logistics, communications and other specialized capabilities in support of Army, Joint, and Coalition commands and the U.S. Intelligence Community.

  

Job Responsibilities:

The Doctrine Developer supports requirements for “Intelligence Support to Full Spectrum Cyber Operations” doctrine development. Doctrine provides the overarching guidance on how the Army operates (and therefore how it must train) from fundamental principles to the tactics, techniques, and procedures used in specific operations and missions. Doctrine is critical to the training and operations of the Army and INSCOM as it provides a common language and understanding among the various units and components. CMIG, located at Fort Eisenhower, GA, is INSCOMs designated executive agent for leading the development, coordination, and synchronization of Intelligence Support to Full Spectrum Cyber Operations and support to Army Intelligence, Army, and Joint doctrine Cyber related publications and materials.

  • Be accountable for researching and supporting spiral conceptual / doctrine development activities for Army Intelligence, Army, and Joint doctrine related publications and material with special focus on Intelligence Support to Full Spectrum Cyber Operations and activities; this includes ensuring approved operational concepts, those under development, and lessons learned are considered throughout the development process and, obtaining the most complete, accurate and up-to-date information to support development/update of written/developed content.
  • Use information obtained through extensive research to write/update publications/chapters/appendixes covering Intelligence Support to Full Spectrum Cyber Operations and CEMA related input to multiple Army Intelligence, Army, and Joint doctrine related publications and material ensuring content submitted captures and expresses important techniques, trends, relationships and significant facts and effectively translates complex technical concepts and instructions into language that users in the field can understand and follow to train to and implement the written doctrine.
  • Ensure INSCOM coordinated/provided content is technically accurate, relevant, and properly coordinated w/ Program Directive(s) and appropriate doctrinal publication/material proponent(s); including the accurate and complete identification and resolution of real and apparent discrepancies with other related doctrine publications/material so that developed documents are uniform in nature and represent timely, accurate, and relevant information while minimizing duplication.
  • Coordinate related doctrine actions and reviews with designated lead/support offices, units/organizations in accordance with INSCOM tasking(s); on actions were designated as lead, evaluate, process incorporate comments received for consolidation and adjudication, and recommend to the Government submission to the appropriate doctrinal publication/material proponent; contractor will function as lead (with support) and is accountable for researching, writing/updating, adjudicating, author, initial and final DRAFT of ATP 2-91.9 (Intelligence Support to Cyber Electromagnetic Operations), Change 1 in accordance with to be published proponent Program Directive and milestones.
  • Where appropriate, identify copyrighted material used, annotate within the submitted text/content developed and recommend to the Government whether additional permission from the copyright holder is needed to use the material.
  • Conduct periodic TDY to CONUS/OCONUS locations to conduct research and synchronize doctrine development related actions and activities with proponent, various INSCOM units/organizations, and other Cyber key stakeholders, as required.
Requirements

Minimum Qualifications: 

  • Associate’s degree and a Minimum 15 years of operational experience as an Army Military Intelligence professional. 
  • Three (3) + years tactical experience as an intelligence professional at a BCT or DIV- level echelon.
  • 5+ years operational and/or strategic experience as an intelligence professional in echelon above corps organizations.
  • Demonstrated understanding of Army intelligence systems, processes, and operations.
  • Possesses communication skills to effectively interface with senior military officials, managers, and subordinates.
  • Demonstrated expertise and experience in writing and developing technical documents in standard American English grammar.
  • Must be a U.S. Citizen.
  • Must have and be capable of maintaining a U.S. Department of Defense (DoD) TS/SCI security clearance.

Preferred Qualifications: 

  • Army Intelligence All-Source discipline expert (e.g. 35D, 350F, 35F)
  • Army Officer Intermediate Level Education (ILE), Military Intelligence Warrant Officer Intermediate Level Education (MI WOILE), Military Intelligence Senior Leader Course (MI SLC) graduate
  • Army Logistics University Doctrine Developers Course graduate
