Williams Consulting LLC (WCLLC), a Baltimore, Maryland-based government contracting firm, is seeking a Data Analyst to support the US Department of Health and Human Services’ Office on Women’s Health (OWH). The US Department of Health and Human Services’ Office on Women’s Health provides national leadership and coordination to improve the health of women and girls through policy, education, and innovative programs. The ideal candidate will be responsible for maintaining high standards in written communications and operational procedures. It blends technical writing and quality monitoring with program performance tracking, requiring both analytical and strong communication skills.

Duties and Responsibilities

  • Collect, clean, and organize data from multiple sources (calls, texts, chats, and other program data) ensuring accuracy, integrity, and security.
  • Prepare monthly data analysis reports, including key metrics, trend analysis, and performance indicators for leadership and stakeholders.
  • Create data maps and visualizations showing geographic user data and other key abstracts to support decision-making.
  • Design and implement evaluation frameworks, including developing methodologies, sampling strategies, and metrics for program impact and outcomes.
  • Oversee and coordinate OMB and IRB clearance processes, ensuring compliance with federal standards for data collection and research involving human subjects.
  • Analyze call, text, and chat data to identify patterns, emerging trends, and areas for improvement in service delivery.
  • Provide actionable recommendations to program leadership and stakeholders based on data insights.
  • Develop dashboards, presentations, and abstracts for internal and external audiences, summarizing key findings and program outcomes.
  • Communicate complex data and evaluation results in clear, accessible language for non-technical audiences.
  • Ensure adherence to data privacy, confidentiality, and federal data collection requirements.
  • Establish and maintain data quality control standards and protocols.



Qualifications and Experience

  • Bachelor’s degree in Data Science, Statistics, Public Health, Epidemiology, Social Sciences, or a related field.
  • 3–5 years of professional experience in data analysis, program evaluation, or research (public health, social services, or related fields preferred).
  • Hands-on experience with data analysis tools and software (e.g., Excel, SQL, R, Python, Tableau, Power BI, or similar).
  • Demonstrated knowledge of evaluation design and methodologies, including both qualitative and quantitative methods.
  • Experience navigating OMB clearance processes and/or Institutional Review Board (IRB) protocols for human subjects research.
  • Strong background in data visualization and presenting complex information to diverse audiences.
  • Familiarity with call center or chat-based service data is a plus.
  • Background investigation required

 

Working Conditions and Requirements

While performing the duties of this job, the employee is regularly required to talk or listen. Standing, sitting, squatting, and other normal office-related physical activities are required. Must be able to sit and read computer screens for extended periods.
