Job Description:

The National Insurance Producer Registry (NIPR), an affiliate of the National Association of Insurance Commissioners (NAIC), has an exciting opportunity for a Data Governance Manager position. This person will enjoy working for a stable organization that strives every day to support the public good and make a difference. The ideal candidate will bring deep expertise in data governance frameworks, metadata management, data quality, and stewardship, along with experience managing cross-functional teams and stakeholders within the insurance industry. NIPR is based in Kansas City, Missouri.  This is a full-time position which will allow a person to work remotely within the United States or hybrid in NIPR’s physical office space in Kansas City, MO.

RESPONSIBILITIES:

  • Design and implement a comprehensive data governance strategy aligned with organizational goals.
  • Lead and mentor a team of data governance analysts and stewards.
  • Establish and maintain data governance policies, standards, and procedures.
  • Collaborate with data owners, stewards, and business units to ensure data quality, consistency, and compliance.
  • Drive adoption of data governance tools and platforms (e.g., ATLAN, Collibra, Informatica).
  • Develop and manage metadata repositories, data catalogs, and lineage documentation.
  • Monitor and report on data governance KPIs, including data quality metrics and policy adherence.
  • Ensure regulatory compliance (e.g., GDPR, CCPA) in partnership with IT, Legal, and Compliance teams.
  • Facilitate data governance councils and working groups to promote data accountability and literacy.
  • Serve as a mentor and subject matter expert on data governance principles.
  • Represent the data governance team in cross-functional meetings.
  • Create and present presentations on assigned projects or technical topics.
  • Train staff on data governance tools, metadata management, and stewardship practices.
  • Recommend solutions to management that align with organizational goals.

  • Ability to work across business and technical teams to drive consensus and adoption.
  • Strong analytical and troubleshooting skills.
  • Ability to work on multiple projects simultaneously in a fast-paced environment.
  • Demonstrates strong attention to detail and teamwork.
  • Ability to read, write, analyze, and interpret professional journals, technical procedures or governmental regulations, and complex business reports/correspondence.
  • Ability to speak effectively before groups of customers, regulators, the public and employees of the NIPR.
  • Ability to effectively communicate with employees at all levels of the NIPR.

PREFERRED EXPERIENCE:

  • Proven track record of building data governance programs from scratch.
  • Strong understanding of data governance frameworks, data lifecycle management, and data stewardship.
  • Experience with data governance tools such as ATLAN (preferred), Collibra, Informatica, or similar.
  • Experience managing large and complex data governance projects in the insurance industry.
  • Familiarity with data privacy regulations and compliance requirements.

EDUCATION AND/OR EXPERIENCE REQUIRED:

Bachelor's or Master's degree in Data Management, Information Systems, Computer Science, or related field and 5–8 years related work experience; or an equivalent combination of education and work experience.

CERTIFICATIONS: (considered as a differentiator)

  • ATLAN Certified Data Governance Professional (preferred)
  • Certified Data Management Professional (CDMP)
  • Data Governance and Stewardship Professional (DGSP)
  • DCAM Certification

COMPENSATION:

Starting at $110,000 up to $140,000. To be commensurate with education and experience.
